Is sign out windows 8 account refreshes the RAM or not?

Working with some program like Photoshop requires high RAM, sometimes one needs to refresh RAM, is sign out windows account and sign in again refreshes the RAM or I have to restart?

Windows 8 sign out closes all running apps that's why I think some amount of RAM may refresh.
