Anhydrous polyethylene glycol (PEG) can be obtained by azeotropic distillation with added toluene, at 170 °C; please check the signalled protocol. Solutions of PEG in methanol can be dried with molecular-sieve pellets type 3A (effective pore size: 3 Angstrom). The water content of PEG powder can be reduced to ~0.1 wt% by drying with dry air at 105 ºC.

The only way I have ever gotten the moisture out for any period of time has been to put it under a little bit of heat for a long period of time (overnight) and then pulling a vacuum on it. However, this will not permanently dehydrate it.
Polyethylene glycol (PEG) is hygroscopic. PEG is water soluble and also soluble in many organic solvents like aromatic hydrocarbons. They are applied to make emulsifying agent and detergent as well as water soluble textile lubricants.
