Older sociology texts have plenty of guidance on non-response rates in questionnaire surveys and how to deal with it. If you can identify the type of non-responders against some population parameters that would help identify any biases.
It is publishable. You still have to mention that limitation among others, though. As long as you have done your research to cover or address a gap or controversial points, you can go and publish it. Just try to define your article's score and direction to save your time and effort. Good luck!
