In many U.S. cities, homelessness is a huge problem. Some people believe that the government cannot solve the problem because it is a moral and spiritual issue. It is not simply an issue of economics.
Joseph - "Homelessness" is not a moral and spiritual issue. Homelessness is a serious problem and per an estimate some 100 million people worldwide are homeless. People can be categorized as homeless if they are: living on the streets (primary homelessness); moving between temporary shelters, including houses of friends, family and emergency accommodation (secondary homelessness); living in private boarding houses without a private bathroom and/or security of tenure (tertiary homelessness). There are different causes of homelessness, such as a lack of affordable housing, poverty and unemployment; and life events which cause individuals to become homeless. People can become homeless when they leave prison, care or the army with no home to go to. Social forces such as addictions, family breakdown, and mental illness are compounded by structural forces such as lack of available low-cost housing, poor economic conditions, and insufficient mental health services. I think both government and civil society together can solve the increasing problem of homelessness.
Dr Manzoor Hussain In the U.S. we have had a VERY difficult time in solving the issue of homelessness. I am not so familiar with the situation in other countries. The government is unable or unwilling to solve the problem. It is not a technical problem. It is a very "wicked" social problem in the conceptual sense, with no easy answers.
