i need to know, is it possible to measure reflectance of chlorophyll on ocean using spectrophotometer (using ASD Handheld spectrometer or JAZ Spectrometer)
for example,
i will take some water sample on ocean and in the same time i will measure the reflectance pattern on the same site of water sample. is it possible to understand the reflectance pattern on different ocean chlorophyll concentration?

Yes it can be done. This is what is done by the instruments present on satellites. Based on this data they identify which areas are good for fishing and pass this information to fishermen.
It is one of the parameters which is used to find the best area for fishing. There are other parameters too.
is there any reference how we can measure reflectance in the ocean? is it also same when we're measuring object reflectance in land?
Yes by measuring irradiance and use of correct algorithms through satellite and dual spectrometers.
You can use WASI (http://www.sciencedirect.com/science/article/pii/S0098300413002185) to extract chlorophyll concentrations from radiance or irradiance spectra of water. Be careful, when you compare these values! Measureing chlorophyll concentration in the lab will give a different result with a different meaning.

be slightly off from what had been tested in lab
