I recommend you to read the article of Dr. saeid Hesami which is titled "Effects of rice husk ash and fiber on mechanical properties of pervious concrete pavement". This paper has been published 2014 in the journal of "Construction and Building Materials". The aforementioned paper is the exact thing that you want.
Higher compressive strength? No, but high tensile strength and a better ductile behaviour.
Placing stainless steel beams or cables inside the concrete layer, can enhances the tensile strength and increasing the ductility of the concrete, but, compressive strength remains slightly affected.

It might be a challenge because pervious concrete does not have much of cement paste which is necessary for bonding.
