We can find the physical properties of surface water by using remote sensing and GIS, properties like suspended solids and chlorophyll can be easily determined. My question is weather it is possible to find the chemical properties or the soluble properties of surface water?
At this point, the only chemical property of water that I am aware that can be calculated from remote sensing is salinity. There are a couple of limitations to using remote sensing in that the data is collected from some sort of reflected electromagnetic wave. The physical properties that you listed are determined from changes in the expected reflection from visible and near IR, and salinity can be calculated from the microwave range of the EM spectrum.

On a broader, conceptual level, you should realize that chlorophyll, N (e.g. in plants) is not directly estimated by RS but obtained by correlation with remotely sensed variables. RS imagery provides especially the spatio-temporal component of such correlations. On the statistics of correlations in this context you may be interested to look at our mangrove studies
Remote sensing works by irradiating rays through changing in direction of radiation as well as absorption. SS can reflect radiation and chlorophyll pigments can absorb radiation, hence these could be measured. but those substances that can not alter the intensity of radiation, it is difficult to measure.

One of the methods which can be used to determine the chemical properties of surface water is using the statistical analyses to calculate the correlations among the chemical properties and the spectral reflectance of the surface water. Regression analysis should be done then to calculate the regression equation which can be used to estimate the required property.
You could read the following paper, which aimed to estimate some soil physical and chemical properties using remote sensing and GIS techniques. The paper was presented at the Munich Remote Sensing Symposium (MRSS19), which held at the Technical University of Munich, Munich, Germany, in Sep. 2019.

yes you can determine salinity and chemical pollutants like heavy metals if you can do analysis and spatial distribution
