In this case, direct signals from satellites can not be received, but redirect signals from IRS via window can be got in good quality. It is important for Ka-band frequencies in the range 26.5–40 gigahertz. On the other hand, such a concept can be used for Starlink communication from SpaceX. By a big temperature of Air (more than 40 0C) the ground terminals of Starlink will have the break of working. If use IRS then a ground terminal of Starlink can stay inside the building with a conditioner cooling.

Dear colleagues, I fully agree with you in the case of the reception; but in the case of transmission, the IRS must provide a certain minimum power for the signal to be received by the satellite.
So the question arises, is the IRS designed to send a signal to a satellite with enough power?
It can certainly be designed like that. To achieve that one will need an active transponder with regeneraticve function, not a passive reflective surface. It would help if more details for the IRS in the application you forsee are revealed.
So to reach the satellite, the transponder must emit a strong power given the distance earth satellite.
I think for this application (IRS>satellite), IRS is not interesting compared to an electric radio frequency signal.
