I know that laser hardening is possible for some martensitic stainless steels. So i think flame hardening should work.

But the parameters depend on steel grade and the initial heat treatment state/microstructure. You may get problems with retained austenite in grades with high C content.

Furthermore, any scaling havr to be removed after hardening to assure the corrosion resistance.
