What are the best practices for data mining and machine learning for evaluating and analyzing questionnaires? The existing questionnaire includes 4 criteria and 30 sub-criteria. This questionnaire also has a Likert scale.

Mohammadtaghi Avand Did you consider using Factor analysis ? It should help you find out 'themes' from the questionnaire, or moreover, will help create a numerical score that you can then feed into some machine learning model (depending on what you intend to do).
I also support the use of factor analysis, which is specifically designed for this type of research. The use of machine learning would not be impossible (but rather atypical and should be somewhat justified), but it depends not so much on the number of questions as on the number of answers. With 200 respondents I am not sure you could prevent overfitting. The purpose of machine learning is also rather to predict. But one would not be as much interested in predicting the responses to the questionnaire, but rather in interpreting what those responses tell about some reality.
