I can comply with all the ethical requirements based on the EU recommendations and the Helsinki declaration (read and apply it)... but, I will need to prove that I have full filled the requirements by and external observer.... ??? somehow?

Are there international boards willing to take the task? Is there a template or a specific type of document that needs to be processed and obtained to prove that I have complied with all the ethical requirements?

As I havê categorized my research of minimal risk, I don't fully understand the necessity of obtaining a certified review of my social experiment in order to be able to publish the results.

Legal thing is for external regulation, while ethics is meant for self-regulation. You appear to be valuing ethical principles in research. In your specific case, to me, either you convince the person concerned that the desired certificate is purely for academic research, or clearly spell out your limitation in the research about why anonymity is kept. Neither external agency's vouching for it would be desirable, nor tenable.
