I want to make water-soluble CdSe/CdS quantum rods from Sigma-Aldrich products (900512, fluorescence 560nm, 5 mg/ml in hexane)

But I'm not familiar with the inorganic particle area, so a lot of questions in my head.

1. What does it mean that 'functional group: carboxylic acid' in Sigma aldrich explanation? Maybe it's related to the types of ligands...

2. Is the process hard which exchange the ligands of CdSe/CdS quantum dot/rods? I cannot imagine how hard to make

3. If easy, what water-soluble ligand is most famous and usually used?
