Its a subjective question. As per stated procedure; after mandatory journal format and quality of files uploaded the editor checks or assigns an associate editor to check whether the manuscript qualifies to be sent for review. If qualified, ONLY then, mind it, ONLY then, requests are sent to the potential reviewers.
they should not subject you to the stress of formatting your manuscript and all before such rejection. your title and abstract is enough to tell if your manuscript will be sent for peer review or not. my thoughts though
