No, never. Data must be only be presented in one paper. You can then refer to that paper in subsequent papers. It is fundamental to research that data is analysed only once. Otherwise data could be shared and multiple papers produced from the same data by different authors producing different results.

Yes you can do it by considering the requirement of the papers as dissertations are very lengthy and this is allowed to do.
The same data may be analysed in different ways and used to answer different questions, and the different questions may not all fall within the remit of the same journal. This is more likely to happen with lengthy questionnaires employed in the social sciences.
