Yes, it is correct.

However, it is difficult to compare values of each project since their dimensions almost always vary a lot, in addition to those built in different countries.

However, yes, the complexity of a Stellarator will impact the values for construction of coils and vacuum chamber, which due to their geometric shape are much more difficult to manufacture.

If you assume that a Stellerator and a Tokamak, built in same country and same size (plasma operating conditions), Stellerator is likely to be more expensive and take longer to build, which also impacts on costs.
