I have a master's degree in architecture from Iran and I'd like to work abroad. I've decided to continue my studies to broaden my horizon and to have a better career opportunity. which option is better, A Second Master's Degree or a PhD?

These two options are completely different as career choice. Why PH.D. nand in response to what you intend to pursuit PH.D.? Another Master I could be seen as a failure in your former choices. in your situation you can choose certificate (one year). It could be an appropriate and efficient option.

In my opinion, to pursue a second master's degree in Canada is better than
a PhD degree to find a good job.

A Phd degree is mainly dedicated to academic career.
Exception to this rule: a docoral qualification would be useful in the case of a position within a large firm of design , or R & D department, urban planning
In my view, I would like to get a second degree from a Canadian university first to get the job .
If research is your intended career, go for the PhD. But if practicing architecture, go for architecture practice related certification (s), for instance BIM, Green Architecture, etc.
If your goal is going to work there as an architect, it is better to go for another master.
