Top scientists' papers are published in national and international levels. Still research papers are very wonderful when we read. IF may not required for small observation, but still it can be published in the form of research article which will be useful for many researchers.

if impact facot is not a matter why scientist published in good impact factor journal and why the Indians prefering foreign journals for thieir credit it is a matter of discussion and in India NISCAIR published 25 to 30 journals in sci index still the this journal impact factor of all journal not crossed 2 beacuse we are not cite our journals and it is shame for us
