I have heard from one source that India have adopted Mix model of Education Institute alongwith Research Institute. Here, Students and Faculty members are doing Both the things at a time. Where, forein sysyem having Different Institute for Research and Education Institute? Is it true? Which system will works better?
Russia has a long record of research only institutes (Academy of Science structure), whereas the universities were supposed to primarily teach. Now the general perception here is that the Academy of Science institutes should converge with the universities. The universities themselves must turn into research intensive schools. There is also a niche for primarily teaching "colleges". In my opinion, you cannot really provide higher education outside of research activities where the students are involved.
The history is ubiquitous. Hark back to the nineteenth century and you find a new wave of knowledge seekers relying on empirical evidence. That wave challenged philosophical truth that had ruled the world. Germany was the centre of that struggle, and the most brilliant students followed the new wave under ‘research’ label.
