While simulating a PEM fuel cell, we need to provide the reference current density; based on that, the current density of the cell is computed, provided the voltage. Is that the theoretical maximum current density for the reactant and electrolyte at zero overpotential? or it's something else? is that related to OCV?

I'm a Mechanical engineer, and though I have gone through many articles, I couldn't catch the exact physical meaning. Please help me to understand.
