How would it work? Updraft is generally temperature and pressure driven both of which tend to move air UP the tower; but can you indicate how a down draft process would work? The only example I can think of could not be easily tapped - it is the overturn of the thermohaline ocean conveyor system in the north of the north atlantic ocean which used to cause maelstroms. However there are now indications that it is weakening and likely to fail completely in the next century or so, to the detriment of northern European climates. Any project to use it should be started soon and not expected to last very long!
