Thank you very much Senthivel. I know these works (especially the ones of European Commission). I am asking for standard questionnaire to run for students or workers which is easy to implement. My approach is more linked to users capabilities of mastering ICT devices and applications.

I encourage you to investigate the work of Professor Glenn Finger and Professor Romina Jamieson Proctor in this area. Here are two of their publications.
