Many existing publications on Smart Parking focus on sensorics, algorithms, and system architecture. However, I am more interested in the aspects economic/ecological goals, organisational and legal requirements for planning and designing such a solution for a concrete city.
The smartest thing that one can do regarding urban parking is to price it appropriately. It should be priced so as to ration the spaces. That is, it should be high enough so that the quantity supplied approximately equals the quantity demanded. It should not be so high as to pay to hire a driver and turn streets into moving parking lots.
