Honestly speaking, there is no process to get your publication within short period of time if it is really a good journal and free from publication fees. Really, a good publication is nothing but it is a matter of patience with good quality....

SCOPUS is a huge database and I’m sure it includes many journals that have a rapid publication option. However, Elsevier has a journal finding tool that you could consider using. Since Scopus is an Elsevier database, you would find journals that are indexed in Scopus. You can use this tool to find a journal that will be best suited for your article. The tool also gives, for each journal that it shows up, the average time to get to a first decision. Thus, you will also come to know whether any of the journals that are suitable for your paper will give you a decision within fast
Looking good Journals that publish fast could discourage you.To meet your target, just keep writing and submitting to different Journals. With the little experience I have, I can say there is no place for 'fast food' in academics.
You visit scopus website and put your area you get number of journals (say for mathematics) and see which journal is giving many number of issues per year and free from Article Publishing/Processing Charges you choose that journal for fast publication.
It is much better to wait 2 years (not 2 month) or even more for your publication, than to be "seen" by name in any of those overnight express Junk Journals. Because Junk journals are not for sharing of knowledge/information they just make financial profits and publish anything.
Actually you need to clarify that what do you mean by fast publishing. Is it one month or two months or three months. Basically a good repute journal wil take at lest 4-6 monthe for first decision.
A quick response generally means one of the two things. Either the paper is rejected by the editor and won't be put through the review process. Or, an acceptance letter from a publication that wants your money in the name of publication or processing charges. Such 'journal' will publish a page from a telephone directory. A quick response is bad news. A good journal is going to take its time. In some instances, the time between the initial submission, reviews, revisions, and publication can be as long as two years.
Publishing in journals with impact factors, I have had extremes of 14 months for a reject and 8 days for an acceptance with no revisions. It can vary a LOT and for most publishers there is not a lot you can do about it other than make sure your manuscript is well-prepared, follow up with the handling editor every few weeks, and suggest good reviewers if the journal requires that. There seems to be a move recently (at least in engineering) to have the first decision within three months for all the major journals in the field and it is getting better.
IEEE Access takes about one month for the first decision and its not free, Simple Article Processing Charge of $1,750 per article without over-length page charges.

It is quite difficult to publish your work in good reputed journals in very short period of time until and unless the research is novel and contains standard models. You can assume minimum two to three months for first stage of review. Cluster computing, Wireless personal communication are the journals that gives first stage review within a 2 months you can try on these.
