I want to know the ISI journals of Architecture, urban form, built environment, safety, and urban mobility which provide a fast review process without a publishing fee or with affordable fees.

Most subscription journals do not charge fees for publishing, but they ask you to pass on the copyrights of your paper to the journal's publisher. As to the time it takes for publishing, in a not too busy journal it should take around three months. In journals with impact factor less than 1 it could be faster than in high impact journals.
