Hello, yest it is possible and it was used by the British government a few years ago when launching the auction of the 3G telecom licences for the telecom companies. The reverse bidding used was the result of game theory tactics proposed by academic advisers hired by the British government. The auction was a success for the government, but not really for the telecom companies, as expected.
