I would like to apply cation-exchange material on top of inorganic film. The film is on the glass surface. For this, I want to dissolve cation-exchange resin in organic solvent, apply this solution on the film and dry it. Maybe anybody knows, such materials, procedures or methods to obtain such membranes. Necessary condition - the cation-exchange material must have good transparency.

Screen-printing technology might be applicable for your case. I can't help with the materials to use since it depends on the inorganic film you have but if you want a mature technology able to provide repeatable results, screen printing might be useful for you. Generally, ion exchange materials are cross-linked and thus insoluble in any solvent. The exception is materials designed for use in proton exchange membranes which use block copolymers containing hydrophobic segments and cation exchange segments which spontaneously form a stable structure upon deposition from a suitable solvent. One readily available material of this sort is Nafion. You can purchase it as a solution from Aldrich as Nafion® 117 solution. There may be other commercial analogs as well, but such materials tend to be only available in membrane form.
