In which way do you want to measure privacy? if it is a consumer behavior approach, I recommend the IUIPC but it may be necessary to simplify the model.
Malhotra, N. K., Kim, S. S., & Agarwal, J. (2004). Internet users' information privacy concerns (IUIPC): The construct, the scale, and a causal model. Information systems research, 15(4), 336-355.
For governement e-trust :
Warkentin, M., Gefen, D., Pavlou, P. A., & Rose, G. M. (2002). Encouraging citizen adoption of e-government by building trust. Electronic markets, 12(3), 157-162.
Horst, M., Kuttschreuter, M., & Gutteling, J. M. (2007). Perceived usefulness, personal experiences, risk perception and trust as determinants of adoption of e-government services in The Netherlands. Computers in Human Behavior, 23(4), 1838-1852.
For measuring privacy, I would take a look at the following:
Isabel Wagner and David Eckhoff. 2018. Technical Privacy Metrics: ASystematic Survey. ACM Computing Surveys, Vol 51, No 3, Article 57 (June 2018) (http://research.isabel-wagner.net/publications/wagner2018technical/wagner2018technical.pdf)
The International Association of Privacy Professionals (IAPP) has this resource on measuring privacy operations: https://iapp.org/resources/article/measuring-privacy-operations/
