There are some concerns by university administration about the fluctuation of student application/admission to various academic programs; the primary concern is drop in the application/enrollment rate.
Does anybody know of articles or share information about such an issue for engineering programs?

Yes this is a growing concern in enrollment/admissions of students in engineering programs. But we need to address these issues in different areas and ways -
A primary survey and direct talk with the students will reveal the true picture as why are they not turning to the engineering programs.
There may not be employment future seen after completing these programs - the level of industrial interaction with the academics might get reflected here.
Whether background studies in Physics and Mathematics are completed at the school level and more importantly -
Proper marketing of your programs in the society we live - Whether the students from school level are marketed about your various programs, job prospectus after the engineering educations and long-term career growth and options will all make a big impact on the flow of students towards the engineering programs.
I am sharing these as some of my observations while working with the engineering students. Might be helpful to you!
