I realize that, before I screen the topic, I need to define what is "complex phenomenon" and "living organism a-like systematic behavior" is.
Or, going even deeper—why would I be interested in this question? What do I want to find?

I think the question I really want to ask is "In what area does the city act wisely"
I want to change the question but failed (Other than that, a discussion might be a better form than a question)

=== Some Findings ===

After reading Chapter 1 of the book "Scale", I realized that I might have misunderstood the idea that "the city acts like an organism"
From the perspective of scaling, the city is "superlinear" (which means that it grows faster than linear), and the organism is "sublinear" (which means that it grows slower than linear)
This might indicate that the principle behind city and organism is different, the similarity between them might be an illusion

I am very skeptical of this approach to city. In early 20th century the Chicago School in sociology adopted this approach. Although their empirical study of Chicago is very influential, that approach of treating the city as living organism is not. The fate of that approach from this perspective shows that it is not a fruitful one. City is very different from organism.
