Often times, researchers use OECD database to assess development aid to recipient countries in developing countries.  However, tracking and following the disbursements of donor funds in-country is problematic considering that majority of donors don't use the public finance management systems of recipient countries for various reasons. In estimating the actual funds deployed as aid in recipient countries, what assumptions and statistical considerations should one take into account while extracting and comparing data available in-country with those reported by donors?
