you can replace with ( behaviour of (user, citizen, etc..) of decision making or delete this factor from the theory and put the intention of the user, citizens, etc... of decision making) but if you want to change this factor in the theory of TPB you must put the reason and justification with the necessary fact that support your change.

Thank You Mr Caldwell. Yes I agree with you that it is a behavior rather than just an intention to act. But as we are aware, the dependent variable for TPB is Behavior which uses self-report measures meaning that used to predict future behavior. So here, instead of using Behavior as dependent variable, is it appropriate to use "decision making" as a dependent construct with valid scale items to measure final outcome for present situation? Or is it appropriate to use ,"decision - making behavior"?
theory of planned behaviour starts with attitude formation that leads to intentions, which ultimately results in behaviour. when you are replacing behaviour with decision making and if it is action oriented(usually it is) we can very use itself the TPB.
