The brain of a newborn is in a state of tabula rasa according to Locke's theory. This is so irrespective of race, clime and space. Africa is commensurately blessed with human resources able to contribute to the advancement of its environment and the world at large. Unfortunately for Africans, poor leadership bordering on greed, maladministration, and corruption has plagued the continent. More devasting is that the men and women who plunder Africa are in haven, not recipients of the decay that they have created. The child in the street of Africa is open to learning and has some gifts from the universe but lacks the opportunity to develop the inherent potential.
What an African child needs isn't the funding to travel to Europe or Asia or America etc, for a better and quality education. The African child needs the African space to be better equipped for education. Send us equipment for learning with those funds. Let digital libraries be freely accessible to the African child. Provide free virtual training for the African child--That way, the African child in the street will turn to the laboratory and be useful. Let African leaders be held responsible for their actions and inactions against Mother Africa.
When the right things are done, you can then judge everyone by the contents of their character rather than the color of their skin.
