First of all, I have already "tried" to extend the concept of homeostasis to lower levels or even higher levels. The classical meaning of the word is bloodstream-like systems, such as glucose and pH control. Nonetheless, as you posed it, and I agree, it happens in several other scales, such as protein production should be kept in a certain level, generally done by network motifs. Further, cells also must be controlled. You can accept homeostasis as any system that maintain a key entity within a narrow window, if we accept it, certainly we can extend to any level, from population to genes; but it does not seem widely exploited. 

In conclusion, I have never heard what you said, but makes sense; maybe it is the kind of things people take as granted, thus do not work them out for a general public. The best that comes to my mind is multi-scale modeling, but I believe you have already heard of it. Just to be complete, in multi-scale modeling, you try to integrate several processes in several time and size scale, such as gene expression with cell communication. 

In complex systems, we know that a system can "live" in several levels, like parallel plates, in some stable in others unstable. Thus, what you are saying are like parallel plates of homeostasis.  If it does not exist, I would called it "homeostasis motif," or even "hierarchical homeostasis,"  to pin down the "independence" between them, like in systems biology applied to gene expression networks. 

Mathematically, multi-scale modeling is not easy; neither seems to be this "hierarchical homeostasis."

If I understood correctly, you want a word which means a fractal-like concept of homeostasis, that is, homeostasis in a structure of type Xn which is formed/disturbed by homeostasis in its substructures of type Xn+1 and at the same time similar/restricted by homesotasis in its superstructure of type Xn-1, in finite recursion (the homeostasis in Xn-1 is then again formed/disturbed by homeostasis in its substructures Xn and similar/restricted by the homeostasis in Xn-2, and so on).

I have quickly read the article suggested by Dr. Shian-Loong and it seems to me that the concept is right there, but its name "homeostatic organization view of biological phenomena" is long and I doubt most people would find that name meaningful. Searching for "informational homeostasis" yields this article as a result:

And from what I could grasp (i have limited access to that paper), the meaning of "informational homeostasis" they use is:

"Though different levels of organizations within a system, the amount of information is always the same regardless of what that information means within each level."

Which doesn't seem to be the concept you want, but rather means "information behaving in an homeostatic way".

Therefore, if I may suggest an expression, I would suggest "fractal homeostasis". It seems people would understand this expression means homeostasis organized in a fractal-like way, and fractal is a widespread concept:

"a geometric figure that is self-similar at all scales (...)

(figuratively) An object, system, or idea that exhibits a fractal-like property"
