First you need to express the chemical reaction between your starting materials and the citric acid in the form of a balanced equation in which the citrates of your cations are the products.
Then the simple stoichiometric calculations will help you to find the amount of each reactant.
For sol gel synthesis citric acid to be taken little excess than it's stoichiometric ratio, I believe. The excess will depend on the nature of constituent metal ion, pH, temparature, and some other parameters as well.
