In Social Sciences, and for journal that are not published in English, can we consider that to be included in JCR (Journal Citation Reports, of Web of Science) is a quality proof for the publication?
Yes, at least in Spain, JCR is the main reference to evaluate journals' quality, even there is a clear smaller quota of journals accepting articles in Spanish.
The fact that JCR is used for this purpose is NOT a proof that these are 'quality journals'. Indeed, some of which entered mass from 2007 (In Spain, the contract with FECYT and changing commercial policy in Thomson-Reuters) have been excluded
