I am trying to implement two level variable band hysteresis current controller in PSIM. I have a pdf where some C code is written named background & foreground for 2 level variable band HCC. So, inside microsoft visual C++ should I need to write both code or only foreground code is enough to run the simulation. Is background code used for experimental purpose.

Since you say VC++ (dll ) there has to be a way in which you can encapsulate the output of the background computed results (say as static variables) that can be used by the foreground design (In PSIM) .
Again if it is run time then you need to look at piping /buffering the background and foreground process(s) . I guess is doable .
you have to use the C blocks functions. its more simple . just put your code in the runSimUser Fcn and define all the variable needed in variables/Functions definitions (see parameters of C Block).
