your pictures are a bit blurry, but it definitely looks like a cactus-flower. It should be composed of several scale-like petals and the opening should contain stamens. Do you know the species?
The read tube you see is the floral cup, it is covered with few to many scales, I think they are visible in the third picture. The gynoecium is inferior, somewhere within the floral cup. The flowers are pollinated by hummingbirds.
In this connection I would like to add some more information about the flowering time of this plant. Flowering season of this cactus is May and June months. Herewith i am attaching the same cactus with flowers
In this case, sorry again, I agree with Narayanan. It could be the fruit, although I wonder if fruit development in this species takes that long? In fact there are cacti with tubular flowers with only a small opening at the tip (e.g. Cleisthocactus).
