In normal concrete, if the mix design was according to ASTM specification. if chemical is increased, could this affect concrete properties? why? How?

in many cases, I have seen in different sites that concrete casting looks like water. And Slump Test is failed. on the other hand, the results of compressive strength is good. I got confused about this issue.
