There is probably some way to analyze stick deflection or even force directly through measuring or via software associated with the controller. Perhaps look into Real Flight Drone which is a UAS simulation tool.

any control system requires simulation prior to realising it in hardware and software form. simulation could be of many types but suitable one to be identified by the design team. FAR etc. are guidelines for the design. 'desired output' is the input while simulating the system. so whether UAV or any other autonomous systems could be designed initially thru' usage of simulation tools/environment and later translating it into hardware/software resident in onboard systems.

In general, and purely for the assessment of stability and control, aerodynamic forces and moments on the controls surfaces and hinges will still be present and applicable, regardless whether in a directly (i.e. with physical connection to a control input device/stick) or remotely (i.e. with no physical connection) controlled application. In that regard, the designation as "stick"-fixed or "stick"-free is merely a nomenclature for restricted or freely moving control surfaces (for which in most servo applications, disregarding any flexing and/or play, we can assume close to stick-fixed conditions, i.e. there is usually no moving of the servo in response to forces on the control surface), regardless of actual presence of a stick. They can be accounted for/measured/calculated/etc.. as in any other aerodynamic design process and should be taken into consideration for the design/selection of, for example, the servo and control arm sizes and strengths. However, you are correct that with regard to standardization and regulation in the certification of remotely controlled/piloted applications, a lot still has to be done to update/re-assess/adapt certification criteria...
