Being a professional Forensic Medicine Expert and Autopsy Surgeon, I have Practical experience and I do work on that topic.
Of course you have to improvise, if not, you are grossly overstaffed and overequipped! You must - and can only - plan for some of the scenarios. I was in Thaliand on the first team for the Thai Tsunami, and even then, when we were told we could have everything, we had to improvise. One small example: When we were i Kosovo we were told by ICTY that we could only use film for photos, five years later in Phuket we were told that we could not use film, we needed digital cameras! So the police had to go down around the corner to buy two first class cameras with their credit cards! Cameras that they had at home and could have brought with them and Thailand may be a low price country, but if you want the best it is unfortunately the same price all the world over.
It is important to attend training and be supplied with good resources but you do need to improvise. Every deployment is unique.
It is very important to have access to the right equipment at right time in DVI situations. May be we can improvise through following measures:
1.The local law authorities need to be sensitized on this issue.
2.Establish the temporary morgue/mortuary at the best accessible location and a team work with other forensic experts like forensic pathologist, forensic odontologists and anthropologists
3. Develop a gold standard for the contents of forensic kit, applicable in DVI situations.
