I deeply believe that they are changes. Society evolves and so its institutions. The new institution is to have the information in the cloud. This reduces costs, improves accessibility, among other things. Even so, the risks must be taken into account. Having things in the cloud generates risks due to loss of information, data theft, among others; Information that is not in the cloud also has its risks. It is only to evaluate the best option for each organization
I think it is both and the rate is highly depends on the organization size and the complexity of the Knowledge flow. The confidentiality of the knowledge and security matter the most.
