My people will en masse leave. - - You’re suggesting a sensibility that says people and their families are no different than controlling the national production of corn. - In other words men, women and children are a agricultural commodity. — Dictating the procreation of a culture will come with a drastic reduction in the cultural’s creativity, joy and innovation. Along with the spiritual and religious ideals of a culture. - —And will need a corresponding set. of punishments for not following your idea of the ideal culture (that you conveniently leave out). I suggest centuries of historical records show dictating the form of a culture is doomed (long term) because how we live, think, pray and love is not stagnant -but- constantly changing and evolving. During the 20+ years it will take to effect a generational change your ideas will long be out-of-date.
