Heritage as a ressource for development is more and more acknowledged. But looking at the specific processes and models how to do this, i want to find out about the biggest challenges that were met!
Working on a heritage based project poses enormous amount of challenges. The older the heritage the bigger the challenge. However, in my experience, the majority of these challenges can be addressed through hard work, good design and sufficient funding. But, in my opinion, there is not a bigger challenge than to deliver an economically viable and self-sustaining project. If the developement cannot support itself after the initial period where at laest part of the revenue costs is covered by external funding, the long term future will become questionable quite soon. Therefore, I would sugges that a realistic good business plan would make the difference between success and failure. Naturally, even the best laid plans would not be sufficuent on their own, unless they are truly implemented.
I think that Vladimir has provided a very valid point. I would also add that local or community (if this is n't the same thing) buy-in is also very important to such projects. We have to remember whose heritage it is that is being developed and try to ensure that as much involvement (now branded under the popular term of co-production) is designed into the project at the start. If this is not done then community involvement can be token. All this however is irrelevant if, as Vladimir states, the economics are not correct for the venture to be sustainable.
