Best way to use figures in a published source is to revise and combine them with something of your own. Because data is not subject to copyright. In this way, you only need to cite the source properly without asking for permission.
If you need to add the same figure already published, you need to get permission from the journal.

Yes but with minor or major modification. Humans share the same source of data but our ability to interpret it differently gives different information. You still need to cite the original source though.
