the tensile strength of concrete usually ranged from 7 to 11 % of it is compressive strength , how can increase the tensile strength to higher level from the compressive strength ?

Adding of fibers espiecialy steel fibers with gravel of M.A.S. of 10 mm increase the tensile strength
You can add steel fiber or carbon fiber, both of them increase the tensile strength of the concrete.
Usage of polymer whether it may be natural or synthetic can increase the tensile strength of concrete.
