I plan to study the topography features of different countries, I'm using Arcmap 10, here it is possible to add base map. My question is for digitizing and publishing the features of different countries like India, USA, UK, etc., do I need any permission? In software itself base map is available so may I digitize and use directly? or I need to get any permission ?
I think the data source is the governing of this issue. If you get the maps from a database that is a part of a licensed software, then no need to ask for permission.
If you're using a shared base map in ArcGIS best solution to your problem would be to ask this question directly to ESRI.
Arc Gis is good and u can use if you have license to use software... it is already loaded for the user

Whether you are having licensed version of any software or not or even if you are using Web map services and directly interacting with MapServers,you dont need any license for publishing. How ever when it came to authorization/Validation of your work,then only some one can point to author of work.
I think you do not need to take a permission from any authority, for a very simple reason, who had designed and launched the satellites for earth observation did not take any kind of permission from any country and there are not restrictions about the using or creating maps for any place in any country.
It depends on the data that you want to show. If are available data in internet, you don't have to ask for any permission, but maybe you must cite the source... if you have private data like secret army or thinks like that, perhaps you should reconsider to publish the data

If there's a part of the work that you are mapping and is a protected area by that state, you need to consider it
Dear Peter Mwangi, thank you for your response. Regarding protected area in the state of other countries how come we know. Because in base map it won't shows the protected or restricted area details, it simply added. Then How we can identify it?
Probably note, unless you are coming in close and showing private behavior on private property.
You don't need any permissions for the described task. Once you digitize It, it is YOUR data and you can do as you please with it!
As everybody said, you don´t need permission. If you have access to anyone who works if MatLab programing language, you'll find a package in m-map with all these data.
