I believe the very ideals of democracy are indeed at threat when a democratic state becomes a militarised state in practice. Its a situation where democratic government can still exist on paper but when it comes to practice it looks very much militarised state. It often happens with people who live in conflicting zones....
Well, ALL democratic regimes ultimately rely on force, and military force if necessary. Citizens can not always be relied upon to do the right thing. If they fail to, they have to forced to. Good lord, I've even seen the Canadian government mobilise troops against it's own people!

Dear Hilal, greetings from Brazil! taking the Brazilian experience during military dictatorship (1964-1985), democratic institutions were manipulated to maintain an appearence of a democratic rule (a Congress working with a opposition party, elections for representatives, but not for president and governors). That lead legislators of the new democratic constitution of 1988 to introduce the notion of "Democratic Rule of Law" instead of only "Rule of Law". Maybe in English and for the Common Law tradition this does not make sense, but in Portuguese, in Brazil, the idea is that only a rule of law in which democratic institutions can work free and without interference from military intervention (or even authoritarian civilians) can be recognized as lawful.
