I'll synthesis ZnWO4 from the powders ZnO and WO3 by used of SSR, but seems that the particles ZnO and WO3 in Water and ethanol are insoluble.

First of all, you need to do a lot of reading, you have no clue what you want and what you are going to do.
well most of the oxides are insoluble in water and ethanol.
Secondly for SSR, you mix the raw powders inside a ball mill with the help of Balls and a solvent, let say ethanol. you mix them for 3 hours or so. then you dry the ethanol to get mixed powders, you calcine them at a suitable temperature for suitable time and there you have it. Do the XRD to confirm the Phase purity.
Hello , you will get only dispersion, not solubility via high-speed stirring you can get dispersion , you can take suitable solvent , where both particles can disperse nicely .During the reaction stirrer should be on ,resultant you will get homogenous dispersion and reaction .

As Jibran suggested, you'd better read more related literature and get to know what is SSR. It's a solid reaction process between solid precursors, you just need to have a homogenous mixture of precursors, instead of dissolve them into solvent.
