Bureaucracy is a necessary evil. Everyone has instincts to social cohesion and community ethics, and in the case of modern liberalism, for reciprocity and harm avoidance. Therefor, education more instills community ethics, social cohesion and credentialing, than it gives useful knowledge, original thoughts, skills, etc. Hence, the need for negative utilitarianism, an open society, localism, limited individuation to serve the society, all of which are derived and deduced from tradition, risk analysis then skin in the game.
