Could you please tell me how I can determinate percent of D and L in this polymer exactly?
According to my GPC result it is very poly disperse
If I prepare micro particles from poly lactic acid as micro granules by cold water and emulsifier and chloroform, will its mechanical properties be reduced?

Mostly, polarimeter is used to differentiate between L and D isomer. However, the fraction of D-lactate units in PLA can be determined quantitatively by HPLC. Again, GC-HPLC has been used to quantify d-lactide.
For your 2nd question, PLA is highly hygroscopic so water is not a good choice. You can add PEG to reduce mechanical property and it depends upon how much soft you need. MW of PEG will provide you an opportunity to control rheological/mechanical property. You can check our papers on PLA.
